How come my L118A in MW3 always tanks?

More often then not it takes two shots from the L118A to kill someone in MW3. Does it do more damage in the chest area?.. im not sure if i have been hitting there.. Is the MSR better in any way besides accuracy? don't say use the Barrett or the other semi cuz those are really heavy.
