Why does the javelin only take one shot to shoot down my pavelow versus 3 missles for a stinger?

It gets really annoying how some noob shoots down my pavelow in one missle with a javelin. Does anyone else think this should be patched or something cause it not fair how it has 2 flairs (three missles) and its getting shot down 2 seconds when it enters the map. And noo this always happens so its not like multiple people shoot at once.
