Who do you think was right and who is wrong here?

I have an awkward situation with a woman, I'm a man. So for 3 years or so I noticed she was staring at me whenever I walked outside. So after 3 years I decided to contact her and I did through FB. I may have been too formal or something but she did not reply to it and ever since then she stopped staring at me whenever I saw her. Then a few months later I made a stupid mistake. I was coming from somewhere formal and I had flowers and was dressed like I go to a party or a date. I was coming home and saw her and talked to her. I looked like I dressed up for a date to talk to her but it wasn't about her. I just promised myself to talk to her next time i saw her. Stupid mistake really but it seemed to freak her out. I explained I wasn't hitting on her and wanted to be friends with her very politely but she said I am weird and left me there. Now I feel if I do anything I will scare her more and am upset over all this. I am also mad at her. Its been 8 months and she won't look at me. I do the same. What do you think about this? Who do you think was right and who was wrong? And if its partial than say it by percentages like "I was 80% wrong 20%" Which also means she was 80% right I was 20% wrong,
