Is this considered an abuse on this site?

I like to go on this site alot, but I've noticed alot of people answering questions they dont have the slightest idea about. For instance, on one question, a girl answered a question about what guys look for in girls and was answered by another girl which I thought was odd because her answer was almost contradictory to what guys actually look for, I should know im a guy. Also on other questions people just post "I dont know" or "cant help you" just to get points. Is this kind of behavior reportable?
