What is the best company in the UK that does car insurance for a 17 Year Old?

I am 17 and looking for Car insurance on a Ford KA 2002 model. I have tried Confused.com and others but all I am getting is quotes coming up to £4800. I would be elated if anyone can recommend a company or any tips you can give that will help lower it further.
