Depending on the foundation your applying.
Cream foundations are better applied with a cosmetic wedge dampened with a little water.
Liquid foundation is better applied with your hands (cleaned and washed) because the heat of your finger tips will allow it to blend into your skin. If you do use a brush for liquid I recommend a dense buffer kabuki brush on a handle.
Powder foundations of course with a powder brush.
:) foundation brushes are pointless. I use them to apply foundation to my clients face and blend with another brush, sponge or fingers.
